Jeff Lucas, Principal 
Jeff Lucas is the founding Principal of CDS. He has extensive experience in rural economic development, business diagnostics, business financing, grant acquisition and program management. His career includes serving as director for the Lake County Job Training Office, first executive director of the Lake County Economic Development Corporation, and director of the Small Business Development Center.
Dan Obermeyer has extensive professional skills in community design and planning, development review, regulation development, management, grant writing, CEQA/NEPA clearances, GIS, technical report writing, community facilitation and presentations, and design standards. He has served in several top positions in public agencies, including director of Glenn County Planning & Public Works Agency, director of the Lake County Community Development Department, principal of Obermeyer & Associates, and city administrator for the City of Clearlake.

Ben Felt, Financial Consultant
Ben Felt brings over 30 years of experience in commercial and agricultural land development, and financing, including underwriting, financial analysis, and fiscal management. A real estate broker and a long-term agribusiness financial consultant, he worked as vice president of Land Acquisition with the Pacific Cascade Group LLC. His experience includes reorganizing or restructuring more than 37 farming operations having a combined asset value of more than $315 million and has negotiated leveraged buyouts, as well as successfully negotiated mergers and acquisitions.
Deborah Swartz, Fiscal and Program Manager
Deborah Swartz is knowledgeable in the areas of loan program management, program reporting, administration of multiple funding sources, business income and expense forecasts, and personnel management fundamentals. She has extensive experience with computer programs such as Microsoft Word, Excel, MortCare (loan servicing software), and LaserPro (loan closing documentation software). Her responsibilities include loan portfolio management, loan servicing, program reporting, and customer services.
Andy Lucas contributes his skills of team work development, marketing and customer service training, use of computer software to manage cash flow, product presentation, and personnel scheduling and management. He is an experienced small business personnel and customer relations consultant with seven years background in the food and beverage service sector. He has managed several restaurants and furniture sales stores. In addition, he worked at the California State Assembly as an aide to Assemblywoman Laura Richardson.
